Represents a project state field (as of now, limited to the read-only state of project).

Returns true if the project (and all its build configurations) is in read-only state and cannot be edited in the TeamCity UI; otherwise, false.
inherited
Returns true if the state is inherited from a parent project; false if it is set directly on this project; absent if not applicable.
