Problem
Represents a build problem — a non-test failure that caused a build to fail, such as a compilation error, a non-zero process exit code, or a failed artifact publication. A Problem is the unique failure type identified by its type and identity combination. Each time a build encounters this failure it produces a ProblemOccurrence. This is analogous to Test (the unique test) and TestOccurrence (one run of it in a specific build).
