Incorrect 'Hash[...]' call
Reports improperly constructed Hash[...] calls. There are 3 correct ways to construct a new hash using [...]:
Hash['a', 100, 'b', 200]Hash[ [ ['a', 100], ['b', 200] ] ]Hash['a' => 100, 'b' => 200]
