Missing '@Deprecated' annotation on scheduled for removal API

Reports declarations marked with @ApiStatus.ScheduledForRemoval without @Deprecated.

Example:

  @ApiStatus.ScheduledForRemoval(inVersion = "2017.3")
  public void myLegacyMethod() { }

After the quick-fix is applied the result looks like:

  @Deprecated
  @ApiStatus.ScheduledForRemoval(inVersion = "2017.3")
  public void myLegacyMethod() { }
