Extra top-level declaration

Reports multiple top-level declarations. There can be only one optional “root=true” top-level declaration in the EditorConfig file. Using multiple top-level declarations is not allowed.

Can be used to locate inspection in e.g. Qodana configuration files, where you can quickly enable or disable it, or adjust its settings.
