All content modules use optional loading rule
Checks that at least one content module in a plugin descriptor specifies a non-optional loading rule.
If all content modules use the optional loading rule, every module may fail to load due to missing dependencies – leaving the plugin loaded in UI but providing no functionality. At least one module should use loading="required", loading="embedded", or required-if-available.
