Important changes related to the release of Unified IntelliJ IDEA
Starting with version 2025.3, IntelliJ IDEA is available as a single unified edition, replacing the separate Community and Ultimate editions. This change may affect your IDE Services functionality.
License Vault:
Community Editions will no longer be available. Controlling access to paid functionality using IDE Provisioner restrictions for IntelliJ IDEA Ultimate will no longer be possible. Ensure that licensing rules match your licensing policies to control license consumption.
If a developer is permitted to obtain an Ultimate license and upgrades IntelliJ IDEA Community to version 2025.3, they will not be automatically assigned an Ultimate license. They can activate it manually in the IDE after the update.
If a developer is permitted to obtain an Ultimate license and installs version 2025.3 directly (not as an upgrade from the Community edition), they will be assigned an Ultimate license automatically.
If a developer is not permitted to obtain an Ultimate license, but it later becomes available (either because an administrator grants access or a license is released into the pool), they must activate it manually by opening “Manage subscriptions…,” selecting “License server,” and clicking “Activate.”
IDE Provisioner:
Rules that are set for the specific versions of Ultimate and Community editions will be applied as before. The restrictions for those versions will remain in effect; all the settings defined for these versions will continue to be applied.
If the restrictive rule does not specify any IDE version:
Restrictions for the Community in general will remain in effect; the developers will not gain access to it. This rule will not be applied to the Unified builds.
Restrictions for the Ultimate in general will remain in effect. This rule will be applied to the Unified builds.
If you have created different rules for Ultimate and Community editions, please note that:
If certain rules for IDE settings, VM Options, or plugins were specified for the Community Edition only, such rules will no longer work with the Unified build.
If such rules were specified for the Ultimate Edition only, they will be applied automatically to the Unified build. This means that all the users who migrate to 2025.3 will receive the same IDE settings, VM Options, and plugins.
Please note that the plugins will consider the IDE license. A plugin that was incompatible with the Ultimate version before will not be installed in the free version of the Unified Distribution.
If you want to keep separate rules for developers using free and paid versions of the Unified distribution, we recommend creating two separate profiles for these two groups of users. Please note that licensing rules can only be applied to users or groups, but not to the profiles themselves.
